Re: Dowling Appointed Acting General Counsel
Washington, DC — The National Mediation Board (NMB) announces that Ms. Maria-Kate Dowling will serve as Acting General Counsel, effective October 1, 2020. Ms. Dowling will replace Ms. Mary Johnson, who most recently served as General Counsel and retired after decades of service at the NMB.
Prior to joining the NMB as Associate General Counsel, Ms. Dowling served as Assistant Chief Counsel to the Chairman of the National Labor Relations Board in Washington, D.C.
Ms. Dowling received a B.S. degree in Computer Science and a B.A. degree in English from the University of Maryland, where she was elected to Phi Beta Kappa. She earned a J.D. with honors from the George Washington University National Law Center. Ms. Dowling is a member of the Maryland Bar.
The NMB will engage in the federal government recruitment process for the position of General Counsel.

The National Mediation Board (NMB) is an independent agency created by the Railway Labor Act, which governs labor management relations in the railroad and airline industries. To avoid serious disruptions to the Nation’s economy and protect the public interest, the Act imposes on carriers and their employees the duty of settling disputes through negotiation, mediation, and arbitration. The NMB, headed by three Presidential appointees, has as its chief statutory responsibilities: (1) mediation of collective bargaining disputes; (2) determination of employee representation for collective bargaining processes; and (3) administration of a grievance arbitration system.
