Re: Hamilton Assumes NMB Chairmanship

Washington, D.C. – The National Mediation Board (NMB) announces that Mr. Christopher Beebe will serve as Director of Mediation Services, effective July 31, 2023. Mr. Beebe will replace Mr. Michael Kelliher, who most recently served as Acting Director of Mediation Services and will continue to serve at the NMB as Mediator.

As the Director of Mediation Services, Mr. Beebe has overall responsibility for the administration and management of the NMB Mediation programs to assist in the negotiations of collective bargaining agreements, resolution of minor disputes through grievance mediation, and training and utilization of Alternative Dispute Resolution (ADR) in the airline and railroad industries.

Mr. Beebe has over 35 years of labor relations experience including contract negotiations and mediation, and in grievance and discipline representation. He has had numerous union leadership positions in the US and served as a National Officer for the Air Line Pilots Association, Intl. and as the General Secretary of pilot unions in the United States, Asia, Australia, and Europe.

A graduate of the Pennsylvania State University with a degree in Biology, he has long been a proponent of utilizing Interest Based Bargaining (IBB) and ADR in dispute resolution.

The National Mediation Board (NMB) is an independent agency created by the Railway Labor Act, which governs labor management relations in the railroad and airline industries.  To avoid serious disruptions to the Nation’s economy and protect the public interest, the Act imposes on carriers and their employees the duty of settling disputes through negotiation, mediation, and arbitration.  The NMB, headed by three Presidential appointees, has as its chief statutory responsibilities: (1) mediation of collective bargaining disputes; (2) determination of employee representation for collective bargaining processes; and (3) administration of a grievance arbitration system.
