The National Mediation Board (NMB) is open for business Monday through Friday from 8:30 a.m – 5:00 p.m.
Mailing Procedures
Due to time sensitivity and importance of correspondence related to NMB cases, we will continue to use electronic mail and overnight delivery services.
Representation and Legal Matters
The Office of Legal Affairs accepts electronic submissions (E-filing) in representation matters. Manual Section 1.1 provides that documents should be filed electronically at OLA-efile@nmb.gov, in PDF format, in 50 pages or less, and the assigned representation case number should appear in the subject line of the email. Four items are still required in hard copy: the initial Application for Investigation of Representation Dispute; authorization cards; signatures samples; and employee address labels.
General legal matters may be directed to Legal@nmb.gov.
Freedom of Information Act (FOIA) requests may be directed to foia@nmb.gov.
Participants who do not have access to email may mail paper submissions to: The Office of Legal Affairs, 1301 K Street, NW, Suite 250 E, Washington, DC 20005.
Overnight Delivery Service: Other documents and packages (including authorization cards) may be sent by overnight delivery using an overnight carrier that has a tracking system which identifies the sender and the sender’s location. It must also have a return name, address and phone number (and case number, if appropriate). Any overnight delivery which does not have a return address and is not delivered by a service with a tracking system will not be opened.

The NMB will accept regular filings (with the exception of applications) via email. Electronic filings should be sent to the appropriate department as follows:
