Committee Established

Washington, D.C. — The National Mediation Board (NMB) is celebrating its 75th Year of addressing and resolving labor-management disputes in the railroad and airline industries.

The NMB is an independent federal agency, established by the 1934 amendments to the Railway Labor Act (RLA). The Agency’s services and integrated dispute-resolution processes for labor-management relations enable the National Mediation Board to promote harmonious labor relations in the railroad and airline industries. These processes include Mediation, Arbitration, Representation, and Alternative Dispute Resolution programs.

The NMB is taking this occasion to renew its commitment to providing and improving its dispute resolution programs and services. Special events are under consideration to celebrate the proud and honorable history and milestone accomplishments of the agency. These plans will be announced when solidified.

Foremost however, the Board is marking this occasion by the formation of an independent, blue-ribbon “Dunlop Committee Reports Review Committee” to examine the internal functions, policies and procedures of the NMB and the recommendations of the Dunlop Commission of the 1990s. This Dunlop II Committee has been asked to report to the Board its updated recommendations for agency improvement. Its report, although advisory, will be carefully considered by the Board as it looks forward to its next decade of service. The NMB has asked the Committee to report its recommendations by the first of November, this year.

The Dunlop II Committee is comprised of well respected practitioners of labor relations with extensive experience in the airline and railroad industries, including participation in the original Dunlop Commission proceedings. They include:

Mr. Javits, a former NMB Board Member and a professional mediator, facilitator, and arbitrator, has agreed to serve as the facilitator for the new committee. Coordination with the Committee will be handled by Mr. Daniel Rainey, NMB Director of Alternative Dispute Resolution.
