Re: Gallop Appointed as Senior Mediator in the Office of Mediation Services

Washington, DC — The National Mediation Board (NMB) is pleased to announce that Ms. Kelley R Gallop has been selected as the second new Senior Mediator, effective August 17, 2020. She replaces Terri Brown, who became the Director of Arbitration in March 2020.

Ms. Gallop has over 19 years of federal labor and employee relations experience including positions as the Labor Relations Officer at United States Forest Service, the National Endowment for the Arts, and the Defense Contract Audit Agency. She has also worked for the Department of Army, Department of Navy, Department of Education, Department of Defense Education Activity, Defense Logistics Agency, and the Department of Defense Office of the Secretary. She has represented federal agencies before the FLRA, FSIP, FMCS, and MSPB.

She has written various Labor Relations directives, instructions, and guides used by management throughout the Department of Defense, Department of Education, Department of Health and Human Services, and Department of Agriculture as well as developed courses on Basic Labor Relations, Basic Employee Relations, Traditional Negotiations, Interest Based Bargaining, and EEOC Procedures and Processes. She has conducted national and local level negotiations with various unions (AFL-CIO affiliated and independent) including AFGE, NTEU, NFFE, FOP, Teamsters, MTC, IAFF, NAAE, NAPPQOSE, and Unite Now. She also has performed the agency head review (legal sufficiency) for collective bargaining agreements including the above unions as well as IFPTE, NAGE, IAMAW, SEIU, LIUNA, IBPO, IBEW, and ACT.

She was certified as a mediator through the Justice Center of Atlanta and the Department of the Navy. She has a BA in anthropology from George Mason University, a MA in anthropology from The Catholic University of America, and a MPM in Policy Management from Georgetown University.

The National Mediation Board (NMB) is an independent agency created by the Railway Labor Act, which governs labor management relations in the railroad and airline industries. To avoid serious disruptions to the Nation’s economy and protect the public interest, the Act imposes on carriers and their employees the duty of settling disputes through negotiation, mediation, and arbitration. The NMB, headed by three Presidential appointees, has as its chief statutory responsibilities: (1) mediation of collective bargaining disputes; (2) determination of employee representation for collective bargaining processes; and (3) administration of a grievance arbitration system.
