Re: McGuckin Appointed as Supervisory Mediator in the Office of Mediation Services

Washington, DC — The National Mediation Board (NMB) is pleased to announce that Mr. Gerry McGuckin has been selected as one of two new Supervisory Mediators, effective December 3, 2023. 

Mr. McGuckin joined the National Mediation Board as a Mediator in September of 2007. During his sixteen year tenure, he served the Board in airline and railroad cases, including Grievance Mediation cases.

Prior to joining the NMB, Mr. McGuckin completed a career as a commercial airline pilot for a number of major airlines, retiring in October 2006 from US Airways. During his twenty-nine year airline career, he gained extensive labor relations experience, including merger committee co-chairman for the pilots at People Express Airlines. He was elected as a representative on the ALPA Master Executive Council for both Braniff International Airways and US Airways, and ALPA chief negotiator and negotiator for over twelve years at US Airways. In this role Gerry was involved in crafting labor agreements for over six thousand pilots.

Mr. McGuckin’s military career with the United States Air Force and Air Force Reserve spanned over twenty-seven years. Initially serving as crew chief on the F-86 F aircraft, he retired in 1998, as a Lt. Col., Flight Commander, having flown the C-141 aircraft for twenty-three years.

Mr. McGuckin is a graduate of the City College of New York with a Bachelor’s degree in Psychology. He also holds a Master’s degree in Business Management, emphasizing labor relations studies from Central Michigan University.

The National Mediation Board (NMB) is an independent agency created by the Railway Labor Act, which governs labor management relations in the railroad and airline industries. To avoid serious disruptions to the Nation’s economy and protect the public interest, the Act imposes on carriers and their employees the duty of settling disputes through negotiation, mediation, and arbitration. The NMB, headed by three Presidential appointees, has as its chief statutory responsibilities: (1) mediation of collective bargaining disputes; (2) determination of employee representation for collective bargaining processes; and (3) administration of a grievance arbitration system.
